I have 3 clones that were left in 12/12 for a little bit and they are showing pre flowers
I have switched the light cycle back and chopped a lot of the upper growth trying to reverse it
But weeks later it's still showing white hairs
Is this a problem if I want to keep it for mother and make clones

Sometimes when a plant begins flowering it really wants to continue....this is especially so with clones IME, compared to plants started from seed.

Do you have it under 18 hrs of light or 20 or 24 hrs of light? if any of the lower hrs, try leaving them under 24 hrs of light, this MAY help it kick back into veg....the new growth, is it growing single tine leaves?....3 tine leaves? or 5 or more?

is there much growth since you went back to veg lighting?... most cannabis plants will when flowering can double in size compared to their veg size.

Has the branch growth begun alternating? [branch one side then branch on the other side, as opposed to 2 branches either side]

Are you feeding it vegging nutes or flowering nutes?

24 hour light is the best way. The only other alternative is to take clones from the lower branches and keep them under 24 hour light until they root...

What stain are they?  Some strains are naturally like this.  I've run 2 that were always in pre-flower...original Blackberry

and Legends Ultimate Indica.
