Hi Chiefa,
17 C. is about like 62-63 F., so that is purrfect for when the lights are off. When the lights are on you want to shoot for the 23 C. to 26 C. range. The 4 ft. T-5 with 8 lamps will certainly produce some heat, but not excessive, and may be also perfect...but... How large is the area where you grow?

They do produce some heat, but not as much as HID or CFL's do. My area is cold as yours will be in the winter and I have a little micro furnace or else one of those oil heaters, that stands and looks like a radiator. They have them at home depot. You need one that will only kick in when the temp gets below a certain point. And the oil filled ones use very little hydro, and are programable. They do not burn oil, but the oil is heated inside the radiator and it will not cause a fire and no open burner. I like these, even for kids rooms. Safe.

Chiefa,
If you want to run the T-5's in that space, they should warm it up just right, but you can't fit an 8 lamp fixture in there, unfortunately, as the space isn't wide enough. I use the 4 lamp 4 footers for my vegging, and there is a hellofa lot of light there providing you keep it close to the plant tops.
How about one like THIS? I can't seem to find the dimensions of the 8 lamp fixtures, but my guess it that it will exceed the width of your space, adn you don't want a tight fit as there still needs to be room for good airflow around the light.
Also, don't run huge ventilation fans (intake/exhaust), but get enough fan that it can instead replace the air in the grow space about every 5 min.
OR,
You can use that 4" Vortex to cool an air-cooled hood over a 600W HPS...intake to the fixture direct from outside and the the fan on the exhaust side (somewhere) to exhaust that air out of the room. A sealed system basically, and if it's chillin outside that is just fine (so long as it ain't sub-0 air hitting that hot lamp!)
You may also consider an option source for that air feeding the light, as if it gets too cold in winter that might not be good for that lamp. This air is not hitting your plants, so it need not be from a perfect source. I can draw the air feeding my lights from inside my garage or from inside the grow space. I use the inside the grow space method as temp is generally never an issue, and it's an excellent exhaust right out the window.
I know Option 1 will work, but damn...I would have to give the 600W a least a shot just to see if I could pull it off.
If the 600W will fly in there, then you will be way ahead over the T-5's. They are good for vegging, but in that tight space trying to rig a bunch of smaller CFL's to provide support lighting for flowering would be a PITA, no doubt. The T-5's are only going to penetrate about 12" max into that canopy, where the 600W will do an awesome job on a sog.
This is 3 plants in a Ebb/Flo under a 600W HPS...lottsalight.
