The false positive rate on the dogs was nearly 40%, with their use being unfairly targeted against hispanics, despite evidence showing that whites and blacks were more likely to actually be involved in illegal narcotics.
The dogs in Oklahoma have NOT been certified drug dogs for years, according to the article.
And the current statistics show that they would NOT pass certification now. Really, these are fake drug dogs. (Which is why I think the article is named as it is...)

All cases in which non-certified dogs were used for conviction should be overturned, as there was no probably cause for the search. IMO the cops should also be penalized for misconduct.

They're certified.
But, the testing isn't exactly rigorous, especially where false positives are concerned.

They weren't certifiable so the certifications were changed. (That was my understanding?)

It still sounds like the cops were doing something illegal. Imagine what trouble I'd be in if I changed certificates, falsely certified dogs, whatever. What makes them different?
