Get rid of all the crap on your hard drive, and defrag the hard drive
once you've exceeded 50% of memory capacity it's going to take longer to do anything...
Don't waste your money on expensive programs...
There just fancy bells and whistles...

I'm running Vista Ultimate 64bit and I worry that switching over to W7 will screw with the programs that are running well on Vista. Even now there aren't buckets of programs out there taking advantage of Vista64 and switching to W7 might narrow the choices even further.
empty out all your temp folders (c:\documnents and settings\URNAME\Local Settings\Temp)
you can also right click on my computer, select properties, the advanced tab and there are a couple of performance options there.. I usually set a static swap file at about 1.5-2X the amount of ram as well.

Another thing you can do is clean out the
"Java" start - control panel - other control panel options - select java & settings.
This will take out the java gum!
All those free registry fixes do is sell registry cleaners!
Any p2p network has those for free but it ends in a chase for nothing!

Windows 7.0 is based on vista code so it's just a upgrade from vista with all the bugs fixed. I was running vista 64 bit and just upgraded to windows 7.0 and was a clean installed over vista with no problems. I don't see much of a difference in performance. I do like the aero feature where you can see the open windows on the task bar. A upgrade from xp will be a little more difficult.

I have a mac... powerbook g4, its a few years old but still runs pretty fast. Every so often I scan for viruses and nothing ever comes up, I also like the atomic delete they have, I can overwrite deleted files with zero's up to thirty times... pretty good for not being a government program, and files can't be recovered from that so far as I know.

and I agree with smokalot... I will never use another PC, never never never. the mac system has been stable for as long as its been around, and anything microsoft does is just chasing its tail.

If your using vista, and dont mind if it looks like XP you can change all the visual settings to speed up your system, all the things that make vista look different from XP use a lot of memory to run.
-Right click My Computer and to to Properties
-Basic info about your system will come up, in the left sidebar click "advanced system settings"
-Go to the "advanced" tab and click on the "Performance settings" button
-change to "Adjust for best performance"

Yeah well that to, I would have loved to take advantage the $30 student offer. But my other hobby is cars, and electronic fuel injection, and I have a home written program to tune GM OBD1 PCM's (the cars brain) and then burn a new EPROM chip to put into the PCM. I'm afraid that it wont work in W7, and since I use that program for my job I cant risk it on my only computer. That's literally the only reason I didn't get it.
