I expect you will see many different opinions on this. Personally, I have no trouble getting clones rooted from a plant that is vegging, but I have had no luck (and no longer even try) with plants flowering.
My technique would be to reveg the plant after harvest, then take clones from the plant.

from experience and from some amazing things i have seen here at GP i reckon you could clone just about anytime you want, it may make things a bit difficult but they will still survive...

From The Way It Look's???,, That You Went Ahead & Took The Lower Branches, 5-Week's Into Flowering Is Alittle Late To Start Cloning, It Will Take Them 2 To 3 Week's To Root, It Really Stun's Them, So It's Going To Take Awhile Before You Can Flip Them Again. What You Can Do Next Time Maybe Is Lolipop The First Week Of 12/12 For Clone's, Or Just Leave The Pop-Corn-Bud's harvest The Top's, Then Harvest The Pop-Corn-Bud's 3 Or More Week's Later.

it may be harder, but not impossible....
and if its to save a strain or something desperate like that its definately worth the effort

Well i think im gonna try it. I just got some perilite and MG organic. And some rooting powder. The lower branches are not doing much of anything but taking space. I will let you no if any survive.

Yes, but a cutting taken while the stock plant is flowering will need to be forced to revert back to a vegetative state under 24 hour light. This causes additional stress, slowing growth and development. Rooting may take up to three times longer when the cuttings are taken during the flowering cycle. The cutting may not have enough stored nutrients or carbohydrates to survive. If you must do this then take the cutting when the mother plant is only a week or two into flowering.
Additional comment...
The above "flowering plant" is to be taken verbatim.
However, the above should not to be confused with a sexy mom who has been showing her primordia aka pre flowers while vegging, and has been kept in a vegetative state of growth for several months or years. These old mature primordia displaying moms clone just as well as a premature seedling.

You could leave the branches you want to clone once you harvest.
Then you could reveg what is left and then take clones while it is in veg.

IME, clones do best under fluorescent lights. You want them to be workin on root production, not stem/leaf growth.
