I would imagine, that the 250 watt light is possible, assuming you have adequate cooling for the light.
You may need to tinker with that, but I am sure that you'll get it working right. You may need about 200cfm for that to cool properly in that small space. More is always better though.

Odor is going to depend on your strain, some smell more than others.
In any event, id smell is a concern, you might want to try something like this: Build your own Odor Neutralizing Machine |

It is amazing what can be done with the rubbermaid box, but in answer to your question.
I have seen good results with a 250w HPS, in a similar set up, but it uses a vertical cool tube attached to the top and the air intake comes in from the bottom, of the bottom container, using 4" flexible black plastic plumbing hose. The containers were large round planters/plastic pots. It also used circular SCROG. It is called "Barrel of Green". There was a site on it, but the guy got ratted out by a nasty neighbor and shut it down, after getting busted.
I like the Barrel of Green idea, but would have it in a regular closet and have individual/ modular SCROG pots that rotate on a Lazy Susan (revolving), for easy access and service from the side, instead of popping the top.
Here are some of the pictures that I saved.
I have some more pics, but I think you can get the Idea.
