Default Can Illinois Pass 2 Cannabis Reform Acts?

> Chicago, IL- Sick and terminally ill patients might soon be able to seek relief if Illinois lawmakers can pass the Alternative Treatment for Serious Diseases Causing Chronic Pain and Debilitating Conditions Act. The act would allow for the compassionate use of cannabis by those whose doctors recommend using the plant as an alternative form of treatment and was introduced by State Senator John Cullerton. Patients would have to apply to the Department of Public Health and would be issued a registry card permitting the patient or a primary caregiver to possess up to 2.5 ounces of cannabis and up to twelve plants in an enclosed locked room.

as long states can make their own laws and not bound to ask the federal government authorization first, they sure can. it is only a question if the fed gov will obey the state laws as federal law differs and this part is highly unlikely as they don't do so in other states with MM laws.
besides, do they want to introduce stiffer penalties for prescription drug abuse too - if not they sanction one drug unconstitutional compared to others, not to mention that prescription drugs do harm and are often very addictive which marijuana isn't as science has proved many times conclusively.
