There is also the famous

Thats one of my favorites, specifcally the "Fish bait" part. Go out and kill a really big fish, mount it on your wall, make a fake award for the fish saying you won a prize, and bobs yer uncle. When you get raid claim its for fishing purposes only and show them your fire pit and records in triplicate show all the plants you destoryed after obtaining the seeds. Thats a defense.

in some countries in europe seeds although not illegal in themselves are illegal to germinate. hence the souvenir status. and anyway its up to the buyer to germinate or not.

If you germinated a "souvenir" seed wouldn't that wreck it? Thus making your entire collection of "souvenir" seeds less valuable.
