My buds were fluffy when they were not completly done. When buds start to get ready they turn solid, and massive. Of course, as Lumix and Watson has suggested, more info is needed to be able to give you a complete answer

With enough light,a healthy diet and proper finishing time all the strains i have grown will produce dense hard buds,
Carb loaders and bud enhancing additives are well worth the money for a smaller scale grower.
