You'll have to offer more info about your grow/the strain/etc. before anyone will have any sort of an idea to offer you. IMO.

Also, if your temps are high, they will be like that. and if the light is not sufficient.

With enough light,a healthy diet and proper finishing time all the strains i have grown will produce dense hard buds,
Carb loaders and bud enhancing additives are well worth the money for a smaller scale grower.
