LEDs can be excellent for supplemental lighting. Their spectral output is ideal and you can place them anywhere to get to the lower parts of the plants. The fact they produce almost no heat so you can have them right against plants with no risk of burning, they use a fraction of the electricity, and they last years longer all make them a good investment. I’d recommend avoiding the cheap 15 watt 225 light panels though, their light output isn’t enough for more than a houseplant.
