this all depends on when your county has/will enact certain laws. My county does not require the card (only physicians letter), but strongly suggests to get the card as well for photo identification (which is probably why your county is making this a rule). It costs $100 a year around here to get the card, plus your doc visit once per year which is usually $50 (sometimes 25)
if the law merits your getting medicine, and you have a legal doc's prescription you should be covered under California STATE law, however if your county REQUIRES users with prescriptions to get a card and register....you have to do it since this is local law of your residency. and if the local law (and cops) believe you have to have card AND prescription in hand....well I suggest you do exactly that. failure to get the card if it is in fact required would mean you could still get minor charge if found with it (probably not the full possession charge, since you can prove you are allowed to have it....maybe a fine or something depending on the county)
so it sucks, but sounds like you will probably have to get the card to stay within your county's legal requirements. you may be able to petition and complain about higher prices for cards (when the general price around CA is about $100 a year). dont know how much that will help however. good luck, sorry to hear about the crappy county laws
