Okay, first off, you should use 40% perlite in your soil mix, but you can fix that later. If it is just a seedling, well, it can take a while. Usually seedlings are in 4 in pots. 10inches is about a gallon I guess, and if it is a seedling, nothing in there to use the water so not much you can do, BUT wait. Is it a seedling?
