i think it actually doesn't really metter as long you don't feed em on daily bases or foliage feed - that you really do only if the lights are off and the leaves have time to suck it up - but if you feed em for several days with each watering it doesn't matter if you do it before the lights are on or not.

What matters is that you have to watch how moist the medium is, if at the beginning of the day cycle and see that the soil bone dry you have to water them or they will fry out under your light, but otherwise water them when ever they need water.
