I love my T-5's. As do other members here. I have one small set, 4 tubes, 24 inches with 6 large veging plants under them. More than you are talking about. I also have some bonsai mums which I am growing under T-8 flourescents. Take a look through my indoor journal and see what I have veging under mine and what else you can do. I have used cfl's, T-5's, T'8's, MH, and HPS in this thread.

Also, go to inside growing and read the section on CFL's. Someone more informed on what the best is can advise you. I do know you will need a mix of 5000k to 6500K for veg and add a couple of flowering ones, 2200k to 2700k for flower and the light should be good. It depends on what your budget is which way you go. I find florescents cooler than cfl's and I like them.
