sure, with that amount of cfl power you gonna get some nice buds but they still won't be as big as HPS buds since a hps puts out 150lum/W compared to around 100lum/W a CFL can deliver.
also, the point where a plant is ready to be flowered for perfect grow of buds is determent by the fact if a plant matured already or not. plants mature after about 8 weeks or longer. it can be easily determined by the interchanging of nodes and that preflowers begin to show. as soon those show the plant is more then ready.
