Yes, pot is an annual so usually the seeds rest in the "winter" and then germinate. If you put them in the frig or freezer for a bit, a couple weeks to a month, they will germinate better.

BUT on the same subject I fertilized a regenerated plant, and while harvesting the seeds some fell into the dirt. The mum died and the seeds sprouted. They where not rested at all and I have 4 little plants in that pot. But I left them long after the plant was ready to have the buds harvested so maybe that had something to do with it.
